Showing my cultural ignorance again – would that outfit be used for parades, etc. or would it be more of a royal thing?

No, not a royal thing. Nowadays they’re used for parades, village festivals etc.
In the old days (by which I mean up till the 1980’s) they were used for transporting vegetables and selling fruit off the back of the cart on street corners!
